Raúl Arancibia, a former prosecutor from the Tarapacá region, has spoken out about the challenges faced during his investigation into the TDA. Arancibia was the first official to report the presence of this organization within Chile. To build his case, he attempted to establish strategic alliances and sought cooperation from international authorities. However, he repeatedly contacted Venezuelan officials for assistance and received no response. This systemic silence from the Venezuelan government significantly obstructed the legal process. The lack of collaboration hindered the ability to fully dismantle the network's operations. Arancibia's testimony highlights the difficulties of pursuing transnational crime when state cooperation is absent.
