President Bassirou Diomaye Faye is implementing sweeping reforms to clean up Senegal's state financial management. Following a Court of Auditors audit that revealed grave anomalies between 2019 and 2024, the government is addressing systemic failures in budget oversight. A key measure is the creation of the General Directorate of Financing and Debt (DGFD) via a recent decree. This new entity centralizes the negotiation, mobilization, and monitoring of public debt into a single structure. Previously, these responsibilities were split among four different agencies, leading to fragmented information and oversight gaps. By consolidating these powers, the administration aims to eliminate the "shadow zones" that allowed financial irregularities to persist. Additionally, this restructuring brings Senegal into compliance with long-standing UEMOA community recommendations.
