Peru’s Minister of Economy, Rodolfo Acuña, has defended a plan to phase in full benefits – including bonuses and the CTS (Compensatory Time Off) – for contract workers (CAS). The proposal, debated during a supplementary credit discussion, suggests starting with a 10% implementation in 2026, costing approximately S/133 million. This approach aims to avoid discrepancies where some entities can afford to pay full benefits while others cannot. Opposition lawmakers are criticizing the gradual implementation, demanding immediate and complete compliance with existing laws guaranteeing these benefits to CAS workers. Acuña maintained that a phased approach is fiscally responsible. The debate highlights ongoing tensions regarding labor rights and budgetary constraints within the Peruvian government. The government argues a full, immediate payout is currently unsustainable.
