Bolor-Erdene alleged that recent parliamentary decisions to increase the city’s budget—including a 2 trillion MNT addition to the Tuul Highway project, approval of 24 mega-projects totaling $70 billion under the Ulaanbaatar 2040 Master Plan, and a 5.8 trillion MNT increase to the city budget—were designed to benefit parliamentarians and their associates. Bolor-Erdene claims that lawmakers knowingly approved inflated project costs, citing a bridge extension as an example, and that they did so to secure tenders for their own companies and enrich family members. She further contends that the parliament deliberately allowed these issues to escalate, making them complicit in the alleged corruption, and are now attempting to deflect blame onto the Independent Authority Against Corruption.
