In the summer of 2022, Lyubov Rudykova, the director of a Ukrainian children's home, coordinated the evacuation of 25 children to Italy. This move was facilitated by a non-profit organization to protect the children from the ongoing conflict in Ukraine. The original agreement stipulated that the children would stay in Italy temporarily before returning home. However, the application of Italian laws complicated the repatriation process. The children were assigned legal representatives and foster parents during their stay. Eventually, some children were placed with adoptive families. Consequently, Italy is now refusing to return the children to Ukraine.
