A concerning situation has emerged at IE 1071 Alfonso Ugarte school in Lima, Peru, involving a questionable rental agreement that appears to benefit the donating company. The state reportedly paid nearly half a million soles for water and electricity in 2025 alone, a sum dramatically disproportionate to the monthly rental costs, which represent only a fifth of that amount. This discrepancy has prompted calls for investigation and explanation from the Ministry of Education, headed by José Antonio Chang, as well as the DRELM and UGEL 03. The arrangement originated as a “donation” of grass, but quickly transitioned into a direct rental agreement with the donor company. The full scope of these financial transactions and the reasoning behind the Ministry’s lack of intervention remain unclear, sparking public scrutiny. The matter was initially reported by Lima Gris.
