The Standing Committee on Budget of the Mongolian Parliament is currently discussing draft laws alongside the 2027 state budget. Discussions centered on the allocation of dividends from the Oyu Tolgoi project, with an anticipated profit of three trillion Mongolian tugrugs in 2027. MP B. Jargalan questioned the government's decision to include two trillion tugrugs from Oyu Tolgoi dividends in the budget without adhering to the existing Sovereign Wealth Fund law, requesting a clear legal justification. Finance Minister Z. Mendsaikhan stated the decision was made to ensure the receipt of Oyu Tolgoi dividends, allocating one trillion tugrugs to the Accumulation Fund, as stipulated by the Sovereign Wealth Fund law, until 2030. He emphasized avoiding the risks of fluctuating mineral income in the budget, instead channeling it into a Stabilization Fund. The Minister clarified that the dividends are intended for public benefit, specifically to fund unfinished power plant projects in ten provinces, including the construction of the “DTS-VI” power plant, which will be jointly developed by the public and private sectors with shares offered to citizens. The government isn't simply spending the dividends but aiming to resolve energy sector issues.
