The Standing Committee on Budgets of the Mongolian State Great Hural (Parliament) discussed draft laws alongside the 2027 state budget. A key topic was the allocation of dividends from the Oyu Tolgoi project, with an anticipated three trillion MNT in revenue for 2027. Concerns were raised regarding the government’s intention to allocate two trillion MNT of Oyu Tolgoi dividends directly into budgetary expenses, bypassing the National Wealth Fund law. Finance Minister Z. Mendsaikhan stated a decision has been made to secure the Oyu Tolgoi dividends. The government plans to allocate one trillion MNT to the Accumulation Fund, as per the National Wealth Fund law, with funds to be accumulated until 2030. The Minister emphasized avoiding excessive reliance on fluctuating mining revenues in the budget, instead utilizing a Stabilization Fund. A priority is resolving energy sector issues, specifically constructing the “DTS-VI” (6th Thermal Power Station) for public use, with potential share distribution to citizens through public-private partnership. The funds from Oyu Tolgoi will also finance unfinished power plant projects in ten provinces.
