The European Public Prosecutor’s Office (EPPO) in Cluj-Napoca, Romania, has indicted four public officials from the Lower Danube River Administration (AFDJ Galaţi), one individual, and a company before the Iaşi Court. The charges relate to the fraudulent acquisition of two tugboats intended for use on the Lower Danube River. These vessels were supposedly designed for fluvial navigation, even during periods of low water levels, but are in reality only safely operable with sufficiently high water. The project received approximately 7 million euros in European funding through the Large Infrastructure Operational Programme 2014–2020. Authorities allege the purchase was deliberately flawed, rendering the tugboats unsuitable for their intended purpose. The EPPO’s indictment marks a significant step in addressing potential misuse of European funds in Romania. This case highlights concerns regarding procurement processes within infrastructure projects funded by the European Union.
