A new report by the Venezuelan NGO Transparencia Venezuela alleges the Chavismo government has established mechanisms to bypass international sanctions and commercialize Venezuelan oil. The report identifies Ramón Carretero Napolitano and Carlos Erik Malpica Flores, nephew of Cilia Flores, as key figures in managing 63 shipments of Venezuelan crude. These shipments were reportedly facilitated through three companies based in China and Singapore. The findings suggest a deliberate effort to circumvent sanctions imposed on Venezuela’s oil industry. Transparencia Venezuela’s report provides details on the network used to export the sanctioned oil. The organization aims to expose the methods employed to continue oil sales despite restrictions.
