Thirty-six nations and the European Union formally committed to the Special Tribunal for the Crime of Aggression against Ukraine (STCA) last month in Chisinau, Moldova. This commitment came through the adoption of the Enlarged Partial Agreement (EPA), a key governing document for the tribunal. The EPA is one of three foundational agreements establishing the STCA, alongside a bilateral agreement between Ukraine and the Council of Europe, and the Tribunal’s Statute itself.
