A convicted murderer, Hamza Lyavala, claims he was tortured by former Deputy Chief of Military Intelligence (CMI) commander, Brig Gen Abdul Rugumayo, in Kampala. Lyavala alleges the torture was intended to force him to falsely implicate detained Gen James Birungi in orchestrating fake bomb attacks. He was convicted alongside Adil Walusansa after a plea. This accusation surfaces amid scrutiny of operations conducted by the CMI in Kampala. Lyavala’s testimony suggests a potential effort to build a case against Gen Birungi through coerced confessions. The Observer Media Ltd. first reported the allegations, raising questions about the methods employed during investigations in Uganda. Further investigation is needed to verify Lyavala's claims and the extent of Brig Gen Rugumayo’s alleged involvement.
