Turkey’s parliament has approved a law intended to facilitate a peaceful resolution to the decades-long conflict with the Kurdish Workers’ Party (PKK). The legislation offers a limited amnesty to PKK militants, passing with a significant majority of 468 votes in favour, 88 against and six abstentions. This marks a preliminary step towards ending decades of violence and unrest. The law allows for the potential reintegration of some militants into civilian life if the PKK disbands, a proposal the group made last year. However, the PKK has conditioned this on the release of its leader, Abdullah Öcalan, who has been imprisoned since 1999. Critically, the parliamentary decision does not address the fate of Öcalan himself, leaving his status unresolved.
