Mongolia’s parliament is currently debating amendments to the Personal Income Tax Law. If passed, the changes will extend tax benefits—currently limited to those earning up to 36 million MNT annually—to all citizens, including those with business income, and potentially increase the benefit amount. The proposed law would allow working citizens to receive a 100% tax deduction on up to 500,000 MNT of monthly income. During the discussion, lawmakers addressed concerns about youth emigration, with one MP noting that young families are leaving for countries like South Korea and Australia where their labor is better valued. Concerns were raised regarding government spending of tax revenue and a perceived lack of support for the middle class. Some parliamentarians argued that improving living conditions and valuing citizens’ contributions would reduce dissatisfaction and stem the outflow of young people, citing a “disaster-level” situation regarding emigration.
