The government aims to improve public sector efficiency by streamlining the creation and implementation of laws, decrees, and regulations. A key component of this effort is aligning all legislative and regulatory projects with the national development agenda, “Transformation Sénégal 2050,” to avoid fragmented reforms. Authorities are developing a “Guide de légistique” to standardize legal drafting within the administration, ensuring clarity and consistency. The government is also addressing delays in implementing legislation by requiring ministries to proactively draft implementing decrees alongside new laws. A draft decree approving the guide is expected before August 2026, indicating a structured timeline for these changes. These measures seek to enhance the effectiveness of public policies and accelerate administrative transformation.
