The UMOA Banking Commission significantly increased sanctions against financial institutions in 2025, with Senegal receiving the second-highest number of penalties within the Union. A total of 11 Senegalese credit institutions, microfinance organizations, and a digital currency provider were sanctioned. These sanctions included four reprimands, two warnings, and five financial penalties. Overall, the Commission issued 71 disciplinary and financial sanctions across the UMOA, a considerable increase compared to the 24-71 range seen over the previous five years. Côte d’Ivoire led with 20 sanctions, while Benin followed Senegal with 10. The increased enforcement signals a toughening of regulatory oversight within the UMOA banking sector, extending beyond traditional banks to include microfinance and digital currency entities.
