Biram Sène, Director General of Elections for Senegal, has been unanimously elected president of the Network of Francophone Electoral Expertise (RECEF) at its general assembly in Namur, Belgium. The election marks a new chapter for RECEF, an organization dedicated to promoting reliable, transparent, and democratic electoral processes within the Francophone world. Founded in 2011, RECEF currently comprises 37 member countries and focuses on fostering cooperation and sharing best practices among electoral institutions. Sène succeeds Mathias Barthélemy Morouba of the Central African Republic, becoming the fourth president of the network. His appointment is expected to drive modernization and strengthen international partnerships in the electoral field. This also highlights Senegal’s growing influence in electoral governance across Francophone Africa and beyond. RECEF aims to support the independence of electoral bodies and encourage citizen participation in elections.
