A new analysis by legal expert Insa Camara reveals Senegal is losing between 600 and 1000 billion CFA francs each year due to ineffective local content policies in its oil and gas sector. Despite aiming for 50% local participation by 2050, actual levels are estimated at only 12%, far below official figures. Camara argues current metrics for measuring local content are flawed, as they include foreign companies simply registered in Senegal without genuine economic benefit. He highlights a critical lack of skills transfer, technology sharing, and know-how development, preventing Senegalese businesses and workers from fully capitalizing on the nation’s hydrocarbon resources. The study, detailed in Camara’s book “Le pari du contenu local”, calls for a complete overhaul of measurement indicators and a focused effort on fostering genuine competency within the national workforce. This shortfall severely hinders Senegal’s ability to maximize the economic benefits of its oil and gas exploitation.
