Latvian border guards have discovered a second tunnel near the Belarus border, uncovering 28 migrants attempting to cross illegally. The tunnel, covered in moss and located 20 meters from the border, follows a similar discovery earlier in August where 15 people crossed via an underground passage. Latvia launched “Operation Vilkatis” in response to what they call a "hybrid threat" involving Belarus's instrumentalization of migration. Increased resources, including drones and aircraft, are being deployed to bolster border security and reduce illegal crossings, with 10,069 attempted crossings recorded this year. Lithuania has taken Belarus to the International Court of Justice, accusing it of facilitating migrant smuggling to pressure the EU, allegations Belarus denies. Frontex, the European border agency, also believes the Belarusian government is orchestrating these migration flows, asserting the tunnels couldn’t be built without state support. Latvian and Lithuanian Prime Ministers recently met to address the escalating illegal migration crisis.
