Romanian authorities have dismantled an illegal care network operated by Viorel Pașca, following extensive raids. The network allegedly housed hundreds of people without proper authorization, with an investigation last year revealing tacit acceptance and even patient referrals from the state. Prosecutors describe victims as being held in conditions of “dependency and servitude,” lacking basic care. The group is accused of obtaining millions of lei through donations and funds intended for the well-being of those in their care. The operation, led by DIICOT, marks a significant crackdown on exploitation of vulnerable individuals. The investigation uncovered systematic abuse and financial exploitation of residents within the network’s facilities. Pașca, a resident of Bihor county, is believed to be the central figure in the criminal enterprise.
