Mozambique’s President Daniel Chapo has called for a rigorous and disciplined implementation of the country’s new decentralized governance model in the provinces of Cabo Delgado, Nampula, and Inhambane. The directive was issued during the swearing-in ceremony for the newly appointed Secretaries of State for these provinces – Plácido Nerino Pereira, Fernando Bemane de Sousa, and Arsénia Felicidade Félix Massingue, respectively. The reforms coincide with revised legislation and the abolishment of provincial state representation services, aiming to streamline the administrative structure and eliminate functional duplication. Chapo emphasized the importance of adhering to the new legal framework during this transitional phase. He stated the changes are intended to improve public administration efficiency and coordination between central, provincial, and local governance levels. The President also highlighted ongoing security challenges in Cabo Delgado, stressing the need for a coordinated state response to threats including terrorism, drug trafficking, and illegal immigration.
