A draft law regulating the legal profession in Morocco is facing scrutiny over provisions criminalizing the practice of lawyers receiving clients through intermediaries. Justice Minister Abdellatif Ouahbi insists that lawyers who accept clients obtained via “brokers” are complicit in an illegal act. The debate occurred within the Justice, Legislation and Human Rights Committee of the House of Councillors. Ouahbi maintains that accepting clients through intermediaries constitutes participation in a prohibited process. The contentious clauses aim to address concerns about unethical client solicitation. The law, bill number 66.23, is currently under discussion, with the Minister defending the criminalization aspect. This has ignited debate regarding the methods lawyers can legally employ to build their clientele.
