Migration expert Abdellah Belkandouz has strongly criticized past and present Moroccan governments for failing to adequately address the political empowerment and rights of Moroccans living abroad. Belkandouz argues that current approaches are superficial, relying on rhetoric rather than concrete implementation of constitutional provisions guaranteeing these rights.
