Mongolia’s law allowing citizens free land ownership, enacted in 2002 and taking effect in 2003, is set to expire in May 2028. The program provides land for family needs, with a current allowance of up to 0.07 hectares in the capital city. As of 2025, over 213,000 Ulaanbaatar residents – 12% of the city’s population – have benefited from the program, receiving a total of 11,396 hectares of land. New decrees in 2025 and 2026 have allocated land for 2,843 citizens in 2026, totaling 156.42 hectares. Authorities are now accelerating the transfer of land use rights to ownership, with a campaign scheduled for June 10-19, 2026, organized by district. A survey identified over 114,000 eligible plots, with 99,517 confirmed as suitable for ownership transfer, and notifications are being sent to registered landowners via SMS.
