Starting July 1st, local People’s Committees at the commune and ward level in Vietnam will be authorized to issue construction permits for specific building projects. This new regulation delegates authority previously held by higher-level authorities, specifically for level III and IV projects, as well as individual residential homes. The change aims to streamline the permitting process for homeowners and reduce bureaucratic delays. This decentralization is intended to improve efficiency and responsiveness to local construction needs. The move applies to construction undertaken by households and individuals within the jurisdiction of each local authority. This policy shift is expected to accelerate the pace of residential building projects across the country.
