Addressing a media and communication training session in Naivasha, Kagwe emphasized the need for centralized communication departments across all Ministries, Departments, and Agencies. He argued that effective communication is crucial for public benefit and should be integrated directly into the structure of each organization, reporting to the Chief Executive Officer. Kagwe believes this integration will improve the flow of information and ensure consistent messaging. The move aims to enhance transparency and responsiveness to public needs. He stressed the importance of communication as a core function, not an afterthought, within government operations.
