Indonesia’s National Commission on Human Rights (Komnas HAM) is urging the government to issue a new Presidential Decree to provide a legal basis for continued support and rehabilitation of victims of past severe human rights violations. Komnas HAM Commissioner Amiruddin Al Rahab emphasized the need for a new legal framework to ensure comprehensive victim recovery. Currently, existing regulations are considered insufficient to address the ongoing needs of survivors and their families. The proposed decree would clarify procedures for fulfilling victims’ rights, including restitution, rehabilitation, and guarantees of non-repetition. This push follows years of advocacy for greater accountability and justice for past abuses. Komnas HAM believes a Presidential Decree is crucial for sustained progress in addressing historical injustices and providing meaningful redress to those affected. The commission hopes the decree will streamline the process and ensure consistent implementation of victim-centered programs.
