A new survey in Kenya reveals widespread illegal school levies are significantly burdening families attempting to access public secondary education. The 2026 Illegal School Levies Survey, conducted by the Elimu Bora Working Group (EBWG), found that 98 percent of households reported being asked to pay, or anticipating payment of, unauthorized charges. These additional costs, including development fees, are creating substantial financial hardship for parents. The survey highlights that these illegal levies threaten to exclude learners from secondary school, hindering access to education. The EBWG’s report underscores a persistent issue despite government policies aiming to provide free secondary education in Kenya. This practice contradicts the principle of accessible education for all Kenyan children. Further investigation into the administration of school funds and enforcement of regulations is needed.
