Owners often argue constructions are minor structures not requiring permits, attempting to circumvent regulations. Last year, officials dealt with 5,240 unauthorized buildings, issuing 607 demolition orders, while legalizing most others. Experts note a recent positive trend where authorities are increasingly utilizing enforcement measures, including bailiffs, to address the issue. This suggests a potential turning point in the approach to illegal construction enforcement within the country.
