Koen Schuiling, former mayor of Groningen, has been fined 250 euros for an act legally defined as indecent exposure. The Court of Appeal in Zwolle found him guilty of masturbating in his car in March 2024, upholding the original penalty issued by the lower court. The Public Prosecution Service had requested the same fine amount. Schuiling consistently denied the allegations and appealed the initial ruling, claiming he was experiencing stomach pain and adjusting his belt. The case originated from a statement by a truck driver who claimed to have witnessed the act while driving near Schuiling’s vehicle. Both the Public Prosecution Service and the Court of Appeal deemed the driver’s testimony credible. Schuiling served as mayor of Groningen from 2019 until 2024, when he resigned following pressure from Minister Uitermark of the Interior after the matter surfaced.
