Nguyễn Văn Luân was arrested by the Tây Ninh provincial police for orchestrating a fraudulent scheme. Having recently completed a prison sentence for asset appropriation fraud, Luân returned to criminal activity. He meticulously cut and pasted 13 fake lottery tickets to simulate winning prizes. He then used these forged documents to deceive a woman who sells lottery tickets on the street. The victim was misled into believing the tickets were authentic winners. Following the report, authorities acted quickly to apprehend the suspect. Luân now faces new legal consequences for his deceptive actions.
