A Dutch parents' association, Balans, is taking legal action against the Dutch State, arguing insufficient support for inclusive education is leaving thousands of children without schooling. The number of children not attending school has increased significantly in recent years, reaching 16,351 in the 2024-2025 school year, with an additional 4,804 absent for at least four weeks. Government research suggests the actual number of students effectively excluded could exceed 60,000. Balans asserts the rights of these “home sitters” are being violated, emphasizing the problem lies with systemic failures, not the students themselves. Contributing factors include long wait times for youth care, administrative issues, and an influx of children from Ukraine and other newcomer populations. The parents’ association contends the state must ensure all children have access to appropriate education, regardless of their learning needs.
