An investigation has revealed that businessman bầu Đoan directed the creation of two accounting systems during the sale of land in the Ven sông Hạc urban area of Hà Giang. The sales generated over 178 billion đồng (approximately $7.3 million USD), however, nearly 65 billion đồng ($2.6 million USD) was kept off the books. Authorities determined this action resulted in a loss of over 15.7 billion đồng ($650,000 USD) in tax revenue for the state. The discrepancy involves the deliberate underreporting of income from land sales within the Ven sông Hạc development. This practice is considered a form of financial crime and tax evasion. Further legal proceedings are expected following the completion of the investigation. The investigation focused on transactions related to the land project along the Hạc River.
