South Africa has broadened its early childhood development (ECD) subsidy program to now include more than 954,000 children nationwide. Despite this expansion, Basic Education Minister Siviwe Gwarube highlighted that significant barriers to access for early learning programs persist across the country. The announcement was made at the 2026 Bana Pele Leadership Summit, where stakeholders underscored the importance of collaborative efforts between different sectors. Leaders also called for policy changes and increased private sector investment to bolster early learning initiatives. The overarching goal is to ensure universal access to quality early learning opportunities for all children in South Africa by the year 2030. Addressing this gap is seen as crucial for the nation’s future development and educational equity.
