The health ministry in ISLAMABAD, Pakistan has experienced significant administrative turnover, receiving its ninth secretary in just 19 months. Momin Agha was recently notified as the new administrative head by the Establishment Division, a BS-22 officer of the Pakistan Administrative Service (PAS). This appointment occurs during the tenure of Health Minister Mustafa Kamal, who assumed office in February 2025. Prior to Agha, Nadeem Mahboob, Nasiruddin Mashood, Waqarul Hasan, Hamed Yaqoob, Aslam Ghauri, retired Captain Mahmood, Fakhre Alam, and briefly again Mahboob held the position. Health experts attribute the constant changes to internal dynamics, while Minister Kamal claims the Establishment Division has sole authority over such decisions. Agha was previously removed as petroleum secretary in January 2026 before being assigned to the health ministry.
