Experts found that repeated budget revisions have often increased initial deficits, contradicting legal justifications for amendments. While a deficit reduction was observed in 2025, it was achieved by reducing funding for planned investments, violating budgetary laws. Further revisions in 2026 again increased the deficit, again breaching legal requirements for balanced budgets. The review also highlighted discrepancies between revised investment project numbers and their associated costs, lacking alignment with long-term city policies and annual development plans. Finally, Ulaanbaatar’s consolidated budget showed revenue growth of 23.7% but expenditure growth of 34.6%, resulting in a deficit and failure to adhere to budgetary principles.
