A project to modernize apartment buildings in Ulaanbaatar, Mongolia, is underway through collaboration between the German International Cooperation Society (GIZ) and the Administration of the Mayor of Ulaanbaatar City (UBZA). As of today, insulation work is being completed on 59 apartment buildings, with 4 already finished. Funding for this year's project comes from the city budget (₮9.8 billion), the Ministry of Construction and Urban Development (₮16.5 billion including prior year funds), and GIZ (₮25.4 billion). Residents contribute 25% of the funding, requiring prior approval from residents and building associations before insulation begins. The project aims to extend building lifespan by 30 years, reduce energy consumption, and improve living conditions by using non-combustible mineral wool and metal facades. Ulaanbaatar has a total of 1,077 block apartment buildings, with insulation beginning in 2023; 370 blocks were insulated by 2025, and around 210 more are planned via the "Increasing Energy Efficiency of Ulaanbaatar City Housing" project through 2027.
