UEFA has declared it will boycott the World Cup if FIFA proceeds with its plan to welcome private investment into its commercial operations. The proposal, aiming to raise $4.2 billion through a new subsidiary called FIFA Forward Enterprise (FFE), would allow minority stakes for investors. FIFA anticipates this would significantly boost funding for its member associations, offering a one-time $20 million payment and increased future allocations. However, UEFA vehemently opposes the move, asserting that the World Cup should not be treated as a financial investment. They argue that prioritizing investor returns over the integrity of the game and the interests of stakeholders is unacceptable, and have firmly stated football's future "cannot be mortgaged for financial gain". UEFA President Aleksander Ceferin has already demonstrated his disapproval through a boycott of the World Cup final.
