Senegal’s Prime Minister has referred a bill aimed at restricting the use of “special funds” to the Constitutional Council, effectively suspending a parliamentary session scheduled to debate it. The move follows disagreements between the Executive branch and the Pastef-led National Assembly over proposed limitations on these funds—known as special credits or secret funds. The legislation seeks to confine the use of these funds to national defense, internal and external security, and intelligence activities, barring any other allocation. The government, which previously proposed six amendments that were rejected, had warned the Assembly about potential constitutional issues with the bill. The decision by the Prime Minister invokes Article 83 of the Constitution and gives the Council eight days to rule on the matter, stalling a key campaign promise of President Bassirou Diomaye Faye to increase transparency in government spending. The debate is particularly sensitive given scrutiny of presidential budgets and past handling of political funds under former Prime Minister Ousmane Sonko.
