Senegal’s National Assembly has unanimously voted to launch a parliamentary inquiry into the “One Student, One Computer” program, initiated in 2017. The program, totaling approximately 48 billion FCFA (roughly $80 million USD) over eight editions, is facing scrutiny over alleged financial irregularities. Concerns include the absence of required public tenders for significant contracts, a questionable 2 billion FCFA guarantee fund held at ECOBANK, and discrepancies in reported bank account numbers. Investigators will also examine 800 defective computers stored undelivered and a 1.446 billion FCFA payment to an intermediary for a shipment of laptops to the Cheikh Hamidou Kane Digital University, which resulted in further state expenses. The inquiry will be led by an 11-member commission representing all parliamentary groups and aims to determine facts and assign responsibility. Former Minister of Higher Education, Abdourahmane Diouf, oversaw the program until September 2025 and his involvement will likely be scrutinized.
