Malaysia’s Court of Appeal has upheld a High Court decision, dismissing an appeal filed by fishermen and a non-governmental organization challenging the Penang South Reclamation (PSR) project. The appeal contested the large-scale land reclamation initiative planned off the coast of Penang. The court ruled the judicial review application was filed outside the stipulated time frame and lacked merit. This decision effectively allows the PSR project, intended to create artificial islands, to proceed. The fishermen and NGO had argued the project would negatively impact their livelihoods and the marine environment. Further legal challenges are possible, but the ruling represents a significant victory for the project proponents. The PSR is a major component of the Penang Transport Master Plan.
