Pakistan’s IT ministry has moved to dispel concerns surrounding the Pakistan Telecommunication (Re-organisation) (Amendment) Bill 2026, clarifying it does not authorize the compulsory acquisition of private land for telecom infrastructure. The bill, passed by the National Assembly and currently with the Senate Standing Committee, aims to update 1996 telecommunications legislation. Concerns arose on social media regarding provisions related to “Right of Way” (ROW) and potential access to private property for infrastructure like towers. The ministry stated the ROW provisions require permission from property owners or due legal process, and do not permit forced entry. It emphasized the bill intends to accelerate infrastructure deployment for improved connectivity, particularly for 5G, while protecting property rights. Property owners will retain rights to negotiate terms, seek compensation, and object to infrastructure plans, with unresolved cases being referred to government authorities while upholding legal protections. The ministry maintains the bill is crucial for investment and reliable connectivity.
