Senegal’s parliamentary inquiry into the “One Student, One Computer” program continued on Wednesday, October 7, 2026, with hearings of four current and former officials from the Ministry of Higher Education, Research and Innovation. Mountaga Dia, former coordinator of the Procurement Cell, testified he was neither informed of nor involved in the program during his tenure, only becoming aware of it during a budget meeting in 2025. Abdou Kadri Diatta, president of the Procurement Commission, stated he was not consulted on the program, asserting it was not included in the public procurement plan and thus outside the Commission’s purview. Cheikh Diop, an inspector of Administrative and Financial Affairs, explained his internal inspection unit, attached to the minister’s office, had no knowledge of the program until tasked by the minister to investigate the 250,000 Fcfa allocations to students. He confirmed completing and submitting his report to the minister. Finally, Saliou Abdoulaye Ngom, Director of General Administration and Equipment, was questioned about his role and responsibilities.
