Students in Mongolia are protesting the Education Loan Fund (ELF) due to unfulfilled scholarship commitments. Students enrolled in the teacher education program at the Mongolian University of Education and Science (MUBIS) met all scholarship criteria but have not received the promised funding. The protesters allege the ELF is violating its contractual obligations and infringing upon their rights. They are voicing slogans such as "We are scholarship recipients, not debtors" and demanding the fund honor its commitments. The lack of funding transfer to their university accounts has forced students to cover tuition fees themselves, creating financial strain for both them and their families. Students signed contracts agreeing to teach in rural areas for three years or in cities for five after graduation in exchange for the scholarship, and worry about the sudden change in policy.
