Hanoi is proposing a land swap deal to finance the remediation of the heavily polluted Cau Bay River. The city estimates the project will require over 11.6 trillion Vietnamese Dong (approximately $480 million USD) for improvement and pollution treatment. To attract investment, authorities plan to offer approximately 24 hectares of land to investors as part of a Build-Transfer (BT) contract for component 1 of the project. This land transfer would serve as compensation for the investor’s financial contribution to the river’s rehabilitation. The proposal aims to leverage private sector funding to address the significant environmental challenges facing the Cau Bay River. The project seeks to comprehensively address pollution and restore the river’s ecological health.
