Senegal’s High Court of Justice has issued an international arrest warrant for Moussa Bocar Thiam, a former minister of Communication, Telecommunications, and Digital Economy. The warrant stems from an investigation into the management of the Senegal Digital Technology Park (PTN). Thiam failed to appear before the court despite being summoned, informing authorities he was abroad. The investigation, led by Magistrate Abdoulaye Ba, focuses on allegedly irregular contract awards and questionable financial disbursements exceeding two billion CFA francs. Witnesses, including Orabank officials and Aminata Samaké, have already been questioned. Initially, a summons was issued, but with Thiam remaining unavailable, the court escalated the measure to an international arrest warrant to compel his appearance before Senegalese justice. Thiam is presumed innocent until proven guilty.
