Former Minister of Higher Education, Research and Innovation, Daouda Ngom, appeared before a parliamentary inquiry commission regarding a 250,000 Fcfa allocation to students. He explained that he sought authorization from the Minister of Finance before transferring the funds to the Directorate of Scholarships, stating he lacked the authority to do so independently. Ngom asserted the operation, finalized on May 22, 2026, resulted in savings of over 1 billion Fcfa for Sénégal. The allocation, totaling 4.766 billion Fcfa for 19,064 students at Université Cheikh Hamidou Kane, was intended to offset the costs of providing computers, reducing an initial projected expense from 5.104 billion Fcfa. He described the initiative as a "conjunctural and exceptional" measure to ensure students received necessary equipment before classes began. The funds were disbursed directly to students via the Directorate of Scholarships due to their existing database and payment infrastructure, ensuring transparency. Furthermore, a computer acquisition guide was developed with Université Cheikh Hamidou Kane for a smooth procurement process.
