Camila Astorga, a lawyer who previously coordinated regulatory reform within the Gabriel Boric government in Chile, has transitioned to a role with the Chilean Desalination and Reuse Association (Acades). While in the Ministry of Economy until March, Astorga coordinated reforms to streamline investment project permitting processes. Less than a month after leaving the government, she met with authorities to lobby on behalf of Acades, an association representing desalination companies—a sector significantly impacted by permitting regulations. Acades subsequently presented a proposal to the José Antonio Kast government in May for implementing alternative enabling techniques, as outlined in the very law Astorga helped develop. This move raises questions about the revolving door between public service and industry lobbying in Chile. The reforms Astorga worked on aimed to reduce processing times for projects, potentially benefiting Acades’ member companies.
