Finland’s Institute for Health and Welfare (THL) is proposing a significant increase to the legal smoking age, raising it from 18 to 20. This proposal is part of a new action plan aimed at drastically reducing daily smoking rates among adults to under 5% within five years. The plan, developed in collaboration with government agencies, regional authorities, municipalities, and organizations, includes 45 specific recommendations for preventative substance abuse work. The proposed age restriction would apply to all tobacco and nicotine products. THL believes this measure will contribute to long-term public health improvements by discouraging young people from starting to smoke. The action plan represents a comprehensive strategy to address substance abuse prevention across various sectors.
