The Tweede Kamer, the lower house of the Dutch Parliament, has expressed strong support for a plan to train 130,000 citizen reservists to assist emergency services during times of disaster or crisis, aiming to have them ready within four years. The initiative seeks to prevent chaos, particularly in the critical first three days of a major event, when police, the military, and other emergency responders may be overwhelmed. These volunteers will receive training in three key areas: technology, logistics, and security, encompassing professions like technicians, drivers, and security personnel, forming a second line of defense alongside the armed forces. BurgerReserve, an organization already training citizens, has provided basic skills training to approximately one thousand people this year, funded by businesses and private individuals. The Parliament is requesting the cabinet contribute by providing free access to military training grounds and classrooms, rather than direct financial support. The initiative is driven by a growing need to enhance citizen resilience in the face of potential crises such as war – both within the Netherlands and abroad – and the consequences of climate change like flooding, potentially disrupting essential supplies and infrastructure.
